Launch a shard of ice at high speed.
IceBlast forms a sharp shard of ice and launches it as a high-velocity projectile. It deals more damage than standard WaterManipulation and can temporarily freeze entities on impact, slowing their movement. It requires ice or snow nearby as a source.
