Release a charged radial burst of lightning.
LightningBurst charges a sphere of lightning around the caster that explodes outward on release, damaging and potentially stunning nearby entities. It is a high-cooldown area ability that is far cheaper to use during AvatarState.
Hold sneak until charged (4 seconds), then release.
